As per the comment, the way to call the dialog and to define the arbitrary rotation pivot is to Opt/Alt+Click the desired position when the tool is picked.
However, this does not work well sometimes, especially with a pen and a tablet, and you can upvote the problem here: http://illustrator.uservoice.com/forums/601447/suggestions/32613901

After years, still happening please Adobe fix this problem! Can´t pay for a glitched tool anymore.
