The issue reported no longer happens in 29.0.1.
In case a similar problem happens with you, make sure you have both Snap to Grid and Snap to Pixel disabled.
An error occurred while saving the comment An error occurred while saving the comment FranklinL commentedAdmin Egor Chistyakov asks me if I have deactivated the Snap Grid, if I have it deactivated, the problem continues, this has occurred since the last Illustrator update, it was evident. This tool was perfect, we are talking about measurement and they must be perfect.

Please get in touch with us at any of the other support channels – https://helpx.adobe.com/support.html . Since this is not a generic issue that we can reproduce at our end, we will need someone to look into your machine to figure out what is going on here.
An error occurred while saving the comment FranklinL commentedI also have the same problem as a result of the last update, IT IS NOT MY COMPUTER'S PROBLEM.
The measurement set in the Preferences section, General in Keyboard Increment does not displace the configured measurement. For example, I set 0.5 mm and when moving with the arrow key to the sides it moves 0.706 mm
Likewise, when using Shift + Arrow you must move the measurement 10 times, in my example you must move 5 mm but it moves 5,292 mm
Please correct ERROR it is very useful and necessary, it makes me waste time in the Design
