Keyboard Increments in preferences doesn't work.
I set my Keyboard Increment to .0139 and anchor points move correctly. Then I change it to .00139, which has alway worked in the past, it now jumps about 10X the correct distance. I restarted. No change. I uninstalled, then reinstalled. No change. I restarted my computer. No change. I can't work with it like this. How do I get this fixed?

Franklin, can you please check if you have Snap to Grid enabled?
Does it change the behavior if you disable it? -

I also have the same problem as a result of the last update, IT IS NOT MY COMPUTER'S PROBLEM.
The measurement set in the Preferences section, General in Keyboard Increment does not displace the configured measurement. For example, I set 0.5 mm and when moving with the arrow key to the sides it moves 0.706 mm
Likewise, when using Shift + Arrow you must move the measurement 10 times, in my example you must move 5 mm but it moves 5,292 mm
Please correct ERROR it is very useful and necessary, it makes me waste time in the Design

It's happening to me too. Keyboard increments doesn't change according to my sets

I have this same issue. input 0p0.5 as your keyboard increment, and then call up the preference again and it's added some numbers to the end. see attachment.
