This behavior can be toggled in Preferences > General > Transform Pattern Tiles.
Once enabled, the pattern stays relative to the object it’s applied to, when you move or copy it between documents.
It also makes it deform if you stretch, resize, rotate, skew or transform the object, because it’s all a part of 'transformations' we can make.

Doesn't work. Two documents, same size artboards, upper left 0,0.
Pattern still moves when pasted from one to the other.
If copied from doc2, then pasted back into the original document it moves yet again (not back to it's original position.)After starting this reply, but before posting, I discovered an ANSWER on the Adobe forum.
Expert Ton Fredericks suggested this:

Try checking page rotation. If "Reset is an option, then it is rotated and the rulers will be locked and functions disabled. I found this out the hard way after trying a preference reset that cost me some actions that I had forgotten to back up.
Why Illus. couldn't tell you this when you are trying to use the rulers, I don't know.
