Illustrator 26.3.1 Mac - Rulers Not Working Properly
Rulers won't be set to Artboard Rulers. Option for Global Rulers is greyed out. Sometimes a glitch appears in the upper right corner of the ruler. See images for examples.

Try checking page rotation. If "Reset is an option, then it is rotated and the rulers will be locked and functions disabled. I found this out the hard way after trying a preference reset that cost me some actions that I had forgotten to back up.
Why Illus. couldn't tell you this when you are trying to use the rulers, I don't know. -

I have the same issue with the ruler greyed out. I have upgraded my version of Illustrator, restarted my Macbook Pro, and the rulers are still useless. Even though the unit menu appears the units do not toggle. The rulers do not scale when I zoom in or out of my document. The "0" point on the ruler is stationery and I cannot move it with the intersection point. Please help. Do I need to uninstall Illustrator? I have not seen the anomaly in the upper right that Thabby posted. My rulers are stuck in the middle of the page and do not scale, move or toggle at all. Global Rulers is greyed out as in Thabby's first screenshot.

Thabby, can you toggle these with clicking the intersection or rulers with the right mouse button though? Just asking to be sure it’s not the menu glitches, but the whole system.
When rulers garble like you show in the second image — can you please try to toggle GPU, to see if it helps?
