It is now obvious the issue was not fixed fully. The developers are aware of it now. Let’s hope it will be fixed soon enough.
If you have a solid order of steps which reproduce this behavior, share them in comments, because only some machines are affected. Please help the team to isolate it.

I'm using the most recently AI CC2018 (22.1) on macOS High Sierra (10.13.4) and have been having this issue for a few months now. Multiple times a day for work I use this function. This is what I do:
I want to create an outline centered around the graphic I've created. I make sure everything is centered in my 800x800px art board, select the shape (a rectangle made from the Rectangle Tool) and in the Transform panel type in: [X:]400px --> [press] tab --> [Y:] 400px --> [press] enter. The x value always is fine and stays at 400px, but the y value goes to a random number in the 700-800s.
I would love for this issue to be resolved. Thank you for your time.
