Thanks for reporting this issue, Illustrator team really appreciate this.
As per attached screen shot , for the selected Text object your fill is below the Characters in appearance panel.
Can you kindly move the Fill above the characters and change fill. This will hopefully resolve your problem.
In order to identify the root cause , can you kindly provide us eyedropper setting snapshot ,you can find eyedropper settings by double click on eyedropper tool .Thanks

Thank you to all who shared their files. We do not support flag, fish effects on a straight line with just two anchor points. The feature is implemented to work on the line segment which is not straight.

Yes, this and other things are work arounds this really annoying issue. And it's not just text, but it seems to happpen with text moreso. But the fact is we never used to have to do this until a few versions ago. I think most of us don't even keep the appearances panel open, so having to do multiple steps to fill a color when it used to be just tap the eyedropper, done. - whats weird is why it only sometimes behaves like this - I've followed this and multiple threads on the subject and nobody has been able to explain this inconsistency.
