there is a zoom level on screen beyond which an object can become too small for all of widgets to be meaningfully operated on by the mouse cursor.
Please zoom in a little so that the mouse cursor can fit in between the bounding bog and be able to select a fill area. this should solve the issue.
If it does not Please get in touch with us at any of the other support channels – https://helpx.adobe.com/support.html . Since this is not a generic issue that we can reproduce at our end, we will need someone to look into your machine to figure out what is going on here.

Thanks for the reply. Although the zoom level wasn't the problem I am facing. I am well familiar with Illustrator and have been using it professionally for over 2 years, and I think it's safe to say that this is some kind of bug.
However, I will take your advice and go to the support page. Thanks anyway.

It is not as straightforward as it may sound :) We have been working to take advantage of threads and other hardware such as GPU/Video RAM in places where it can make a higher impact. We are prioritizing areas that are slow instead of making a generic change and destabilizing the product. Product stability is the top priority for us and we have been consistently trying to improve it. We want to move with caution and make changes without compromising on the quality. Hope this helps.

I don't really care if I have to work in scale 1:10 or 1:1, as long as I can export it to a bigger size for print.
Currently I will have to resize everything in photoshop just to scale it up for print( usually a big banner or something.).

Why can't Illustrator have an option to scale up your artwork when export? It would help a lot in production time. Imagine scaling up 100 pdf files saved in Illustrator using Photoshop.
