I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html
Thank you for all the feedback. Keep it coming!

this is happening to me as well. i go to defaults RGB and click on the first (white) and last and then click ADD TO SWATCHES and nothing happens. i added one by one and it worked UNTIL i added a pattern and it erased all colour swatches and only left the patterns. this IS happening with the new update.
and in the upper left hand (menu bar) if on the fill drop down, it does link to the swatches library or show the same swatches)
basically i have found in testing, as soon as you add a pattern to the swatch panel it deletes everything other than patterns
