When a layer is locked don't ask me if I want to unlock it. Instead give me a drop down list of all the layers to choose from
Usually when pasting something in Illustartor if the layer is locked it means I didn't select the right layer. If I could choose which layer to paste to I wouldn't have to cancel, select the correct layer and paste again

Nathan, it feels like you have Paste Remembers Layers enabled (the one you can toggle in Layers panel’s flyout menu). Do you have turned it on intentionally?
However, the change you are proposing makes sense and was asked before. I am merging the requests. -

I keep all my layers locked so that I have complete control over elements. When attempting to copy/paste elements I always get this prompt; "You are attempting to paste or drag into one or more layers that are locked or hidden. Do you want to unlock and show all appropriate layers?" The 2 options to choose are 'Yes' or 'No'.
I am in fact NOT trying to paste to a locked layer, Illustrator just assumes I want to paste to the same layer the elements were copied from, so naturally I am not going to hit 'Yes'. When I select 'No' it just cancels the pasting operation. This 'No' should be changed to a 'Cancel' or better yet, when i select 'No' it should paste elements to a layer of my choosing and not '...unlock and show all appropriate layers... -

An option to choose a layer to drag into, lock/inlock a current one, seems like a more approachable idea than holding a hotkey... But I won’t mind in having both ways.

If i copy something from one Illustrator file and want to paste it in another, i don't want it to paste in my locked layer, i want to choose which layer to paste it in. It doesn't give me an option to paste in my choice of layer but one that it chooses for me.

Sometimes when I want to separate complicated artwork into layers, I select the artwork to move, then start dragging the Selection Indicator (colored dot) in the Layers window, only to realize that the target layer is locked. Then I have to unlock the target layer, and re-try dragging the Selection Indicator.
It would be great if I could simply override the lock on the target layer by holding a modifier key, Command/Ctrl for example, then releasing the drag.
