Taking this up for the next update?? Just had an update this morning, and the same issue is happening. Why do you lie Adobe? Why? Why don’t you care? Why do you think it is acceptable to charge people for a product that doesn’t work correctly? Why didn’t you test it? Why can’t you come up with a solution? Why don’t you just turn off this function until you fix it? Why do you hate all designers? Why do you insist on screwing over your customers? Why is this not a more urgent issue for you? Why adobe? Why?

How will we know when it's fixed as most of us have gone back to previous version?

I have a similiar issue. Pen tool sub tools, remove, add, etc show up underneath random other tools. They also move places while I'm working. Same as you, the hot keys still work but the tools are moving around.

The problem is that the toolbar is now so, so sensitive! If they added a second or two to the click, hold and drag function then this would dramatically reduce the problem.
A way this is done successfully is how Apple lets you move around apps on your home screen in iOS... hold for a couple seconds... the app then 'pops up' and then you can drag it to any position or folder you want. Seems obvious right?
Customisable?! Great! But at least test the feature! The lack of testing is clear, and couple it with the constant crashing and forced colour modes in the early release gives me the sense that the Adobe developers were rushed to get it out the door for when CC 2019 dropped.

Seriously!
What a mess. My toolbar keeps moving around and I have to go back and reset it about very 20 minutes. This is a major headache and a black eye to the Adobe team. I appreciate the idea of customization, but without a lock option? -

I am having the same exact issue. Was wondering if I was pressing key commands without realizing and that's why they were moving around. Glad to see that someone else is having the same problem. I reset the toolbar multiple times a day.

AHA Thank you Illustrator community for confirming that I am not actually insane and the toolbar is jumping all over the place. Here's what I posted in another thread:
Well, I have been working with custom workspaces for years and this default toolbar was made in my custom workspace. I have never needed to manually save a custom workspace. I just select the workspace and the way I configure it is how it stays . It is interesting to note that my palettes are unaffected by this change issue in my custom workspace. How I group my palettes stay unless I change them. However, with my tools, if I set up the toolbar as I like with my tools in a certain order, they will mysteriously group themselves together. It is ONLY since my recent upgrade to 2019 and it's driving me INSANE...my eyes are starting to twitch.

I am using Mac Mojave and Illustrator v 23.0.1 . After this newest update, my tools palette keeps changing and key tools disappear. The selection tool disappears or gets imbedded with the direct selection tools. This is driving me crazy. I haven't seen any others online having this issue. Please help!
