This is a normal and expected behavior (sadly). Both document are in CMYK. While CMYK > RGB conversion is pretty straightforward and always gives the same result, RGB > CMYK one (and this is what happens when you try to paste an RGB HEX code for a color in the second doc) is converted anew, following your current conversion profile. You don’t have to create a second doc to test it even.
Welcome to color management and printing, where one and the same RGB color can be presented with many variations of color inks in CMYK. Won’t be fixed ever, and it works the same across all apps which allow CMYK.

Pantone Color Changes to CMYK
When I have an object that has a pantone color associated with it but then the pantone swatch is deleted from the swatch panel, the object color changes to cmyk instead of keeping its pantone color. This is causing issues with printing, as it will print a different color than it is supposed to.
1 voteWhen a spot color is deleted from the Swatches panel, Illustrator has to convert all the colors in the document to a process color instead, because they loose the link to the now deleted spot swatch.
This is how it works and it can’t be changed. The spot color should remain in a document’s swatches if it is used in it.

Eyedropper tool not detecting gradient angle
Recreating the issue:
- Make a gradient color1 -> color2
- Turn gradient around with 180 degrees color2 <- color1
- Apply the gradient to a new object through eyedropper tool
- It will show the gradient without angle change (color1 -> color2)

Creating an L*a*b* swatch does not maintain L*a*b* values.
Creating an Lab* swatch does not maintain Lab* values.

Color picker scrolling
Color picker scrolling bug.
1. Verson 22.0.1
2. Open color picker, select channel (S/H/B/R/G/B), scroll up/down using mouse wheel.
3. The values should change by mouse wheel.
4. The R/G/B channels are fine. In Hue, scrolling up is MUCH slower (insensitive) than scrolling down. In Saturation/brightness, most time I can't scroll up. Rarely I can do a 1% scrolling up. Scrolling down is fine.1 voteI am closing the ticket due to lack of response.
