Illustrator allows to affect hidden and locked object and layers when resizing artboards.
Go to Preferences > Selection & Anchor Display and enable Move Locked and Hidden Artwork with Artboard option.
I’d agree it should say 'Move and Scale', and there is a separate request to allow to toggle this option right next to the buttons that enable 'Move/Copy' and 'Scale' modes in Control and Properties panels — please upvote it.

This functionality is available in our latest release build – 29.0.1 .
Now you can scale you artwork with artboards using Artboard tool , Artboard Dimensions and Preset.

Current problems:
1. It does not resize hidden layers/objects
(huge problem, which I only realized later after unhiding a layer, and had to revert to a previous save. I see now there's a warning, but that doesn't solve the issue).2. It does not resize locked layers/objects
(It should work similarly to Resize Image in photoshop where everything resizes.)SHS supported this idea ·

Enabling 'Force Enable Pinch-to-Zoom on Touchpad' option in Preferences > General makes Ctrl + Scroll for zoom work

Hi Everyone,
We have added a preference to enable ‘Zoom with Mouse Wheel’. Go to Preferences→ General→ Enable ‘Zoom with Mouse Wheel’.
Also, now you can pan the doucment using the middle click of the mouse.
Both of these functionality are available since January 2021 release (version 25.1) onwards.

This needs to be an option. I almost never want to resize without constraining proportions. I don't want to hold shift every time I do a normal operation (holding shift is to modify the normal behavior and the most commonly used behavior should be normal/default). I've been using photoshop/illustrator for decades and don't care that I'm used to holding shift, I'm actually sick of it and I'd rather not. I'm glad photoshop changed (after the initial kneejerk reaction of being upset that something changed).
I also regularly see messed up images from less experienced colleagues putting things together in programs that don't constrain proportions by default, and they don't realize it. I think all programs should maintain aspect ratio by default (and allow ignoring aspect as an option and holding a modifier key).
I assumed I would find a checkbox for this setting in the Properties or Transform panel, but didn't. I also looked in Preferences and didn't see it. I'm actually shocked this is still not an option when it is in photoshop.
I can't believe it's been almost a decade since this request was posted, and it's still ignored. Maybe there's a more popular duplicate request on here somewhere?
