As stated at https://community.adobe.com/t5/illustrator-discussions/color-difference-between-cpu-gpu-previews/m-p/13322063, this issue is a Mac-only problem for Ventura on Silicon chips.
A workaround for now is to use CPU preview or run the app using Rosetta or open as Intel or roll back to Monterey.

In CMYK is so dull and faded. RGB is so saturated it's offensive. This is a huge problem for designers, basically the people who use illustrator!!! I used to see the exact same colours in illustrator and photoshop now it's so off it's difficult to work!Top is in photoshop bottom in illustrator.

I am happy to share that we have fixed this bug in our latest release – 25.3.1 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

This problem requires an investigation, but not enough data is gathered yet to even start it.
Please provide these settings to help the team to deal with the problem:
1. The version of illustrator. OS and GPU model
2. Your color settings (a screenshot of the Color Settings dialog will do)
3. A test file with swatches which gets changed
4. A copy of this file when changes happen (if there is a difference in actual numbers swatches store)
Also, please check if the behaviour differs when you disable GPU mode and note that.

Why hasn't this been fixed yet if it's a known issue? By running illustrator in intel mode it's using up my battery twice as fast. I really resent paying monthly to Adobe when they release software FULL of bugs all the time... It's just becoming a joke!
