I AM able to reproduce it onw Windows 10, although it is somewhat unreliable — it indeed happens right when the releases match in time. Spamming it is indeed a simple way to trigger it.It does not happen with the [
The step recorded in the History is actually 'Move', and judged by the distance, it is just equal to pressing → key
If I unbind the default Bring Forward hotkey form the command in Keyboard Shortcuts — it STILL triggers.I can’t reproduce anything similar in Photoshop or InDesign.
I was not able to find general mention of something similar ever happened in other conditions in other apps.It seems to be just a weird combination of coincident triggers.
So far I can offer a workaround and just never release Ctrl until you are done with bringing the selection forward, but I guess you know it already.

An error occurred while saving the comment Truitt, there is a solution for this (although it is reported it does not always work at some systems).
Go to Preferences > General, and enable 'Display Print Size at 100% Zoom' (off by default).
This should force Ai to estimate the resolution of your display and adjust the scale factor it uses to render canvas accordingly.
Be warned though — this option would mess the 100% view for screen-intended documents, because Ai’s unit system is not just about changing labels, but actually converting units. In this system a pixel equals a point, and HAS to have a resolution, which Ai has defined as 72. Plus it does not really work well with several monitors: http://illustrator.uservoice.com/forums/333657/suggestions/35799382If toggling the option on throws the scaling still when you check it with the ruler/calipers, than (sadly) you are one of those users who has this calculated wrong — then please provide the full specs of your OS, your display, your UI scale factors, etc.

An error occurred while saving the comment I don’t know about Mac, but on Windows every app (almost) does this with Ctrl+Backspace... which does not work in Ai.

An error occurred while saving the comment @Antonis, I launched my copy of CC2018, and the resolution for a linked image is there in the Document Info panel when Linked Images is chosen in the panel’s menu... Links panel show the PPI value in the Link Info foldable section as well.
Same goes for the latest build. Do you still have the problem? -

Since 2017 a new dedicated command was introduced, Edit > Paste Without Formatting (with no default hotkey assigned), which can technically hep you avoiding pasting stuff into format-less text editor. -

Please try to disable Preferences > Selection & Anchor Display > Zoom to Selection option and see if it solves the problem.

What version of Illustrator are you using?
Have you tried to reset Preferences? Here is the instructions: https://helpx.adobe.com/jp/illustrator/using/setting-preferences.html
Usually it solves corruption problems.Reinstalling may not be the same as resetting preferences, since Ai tries to keep these intact.

It gets especially noticeable if a swatch uses transparency. In this case fixing the problem with using Merge becomes less effective... The issue is old, and CS6 does the same thing (take a look at the file attached). It does not mean it should not be fixed!

Mine allows me to input a HEX value directly into the dedicated field.

does a reinstall help? for some error it seems your registry entries have gone corrupt.
