   I've noticed this occuring after resizing the art board. After entering x or y position for a guide, the app changes the value to a very different position ( like 9 .00 in might become 457.598). If a guide is added on a new or unchanged art board, the positioning honors the entered value. Either a preset board size or a custom one seems to work as expected, so long as the board is not resized in the project. For me, resizing the board pretty much guarantees that I cannot use the x, y positioning controls and will encounter this bug.
