Starting with Beta 29.7.1 the Rearrange dialog got a separate dedicated feature, currently called 'Align Manually'.
With it disabled, artboards get positioned instantly in the center of the canvas, as it behaved previously.
When this is enabled, you will enter the positioning mode after pressing OK — to allow rearranging only some artboards, to address this request.
With more than 1 artboard selected (but not all), the mode gets enabled automatically (and becomes locked).

Why do you change stuff that works? Now I need to re-arrange my artboards and cannot.

While Ai now allows to get this disabled in Preferences > General, with the "Show 'Print Bleed' generative AI button on Bleed", I personally don’t think it’s a full solution (and won’t close the request).
I think Ai should allow to disable this right there, from this icon, and should not force us to hunt the option in the closet.
I also suggest upvoting this request —
An ability to disable Text to Vector Graphic feature and any other generative options

It would be nice if when you added "features" if you could make them optional with the default being disabled so that I don't have to look at a dumb new icon to do something I don't want and so I don't have to expend extra effort turning off **** I don't want.

Instead of adding **** like this that absolutely no one wants, why not fix the bugs in the app??? Like the invisible cursor after presentation has been around for year. Fix that instead of adding AI **** that we can't turn off.

This is obnoxious. Please don't add **** like this that I can't turn off. I really *hate* looking at little icons all over.

I just upgraded to WIndows 11 but experienced this on Windows 10 as well. When I look for a solution, I see that this bug goes back years - that's really bad to have a bug in your application that long.
Windows will make the cursor invisible when it's not moving, we see on every app, right. BUT changing modes in an app never blocks the cursor's visibility EXCEPT with Adobe Illustrator. I would encourage the programming team to look at why/how the application is interfering with the cursor.

Add a setting in the User Preferences that does NOT get updated automatically with every update that blocks ****** AI intrusion into the desktop Illustrator app. There is no reason to push this garbage on to users that do not want it. We should have the right to block from infecting our Illustrator app that we pay monthly for.
For example: The Crop feature was recently Enshitified by adding AI generative fill. If I want AI generated fill, I can go to the Firefly website and use that. CROP means to snip off part of an image NOT add to it if the user accidentally selects a pixel beyond the image boundary. If you wanted to push your garbage AI image generator then you should have added an Expand feature beside the Crop instead of changing Crop functionality.
