As stated in the comment, if 'Paste Remembers Layers' option is turned off in Layers panel’s menu, this is an expected behavior — Illustrator tries to paste the art into a layer with the same name it was copied from, ignoring the selection in Layers.
If you disable it, Ai will respect the layer selected.

This issue is probably happening because the artboard dimensions are not appropriate for raster export (i.e. are in decimals).
If you make x and y values as the whole numbers in the transform panel (not in decimal), then the extra pixels will not be added to the exported image.That is the workaround, and it’s reported that it’s not always the case.
At the same time — Ai knows the size of artboards to be exported and yet it does not deliver the set sizes, which is not fair. The team is going to rethink the algorithm.
An error occurred while saving the comment Kristin Rothgery commentedWhen exporting a file from Illustrator to Photoshop with layers, I am noticing a white line around the edge, and when I zoom into it in Photoshop, I see it is not solid color to the edge of the artboard in Photoshop. It is however aligned perfectly in Illustrator, and I have clicked on Pixel Perfect.

You can still copy and paste into Photoshop, then save out as a png at the resolution you need. This takes longer, but still works! Please fix this problem Adobe team. Its frustrating to update our applications only to have them not work as well as previous versions. Thank you.
