This often happens when the bounding box gets accidentally turned off, presumably with the Cmd/Ctrl+Shift+B hotkey. You can turn it back on with this key or do it with the View > Show Bounding Box command.

Bounding box is turned ON and I still cannot resize or grab the handles of the objects. Possible bug as of September 5, 2025.

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 22.1.

2017 version is set to Align to Artboard. 2018 version is default on Align to Selection. Very annoying to have to change it back to Align to Artboard. Rolled back to 2017 version until it's fixed.
UPDATE: Cannot grab handles, but if I put the selector tool inside the graphic box on the corners, I'm able to resize them. But I didn't have to do this before. Also I cannot resize the artboards. No double arrow appears for me to grab the handles and resize freely.
