Same issue here unable to drag the bottom of libraries panel to resize it and bring Align panel up https://www.dropbox.com/s/bw1sw1wnpmg7r7h/Screen%20Shot%202017-11-17%20at%2011.33.41.png?dl=0
Issue arose after updating to 2018 version Mac OS 10.13.1 -

Same issue here - after updating to illustrator 2018 and Mac OS 10.13.1 when saving .ai file I get the message 'this file has been modified outside of illustrator...' very annoying. No other CS apps are open. Please make it stop.
When you have a primitive shape selected in the properties panel there are three dots which allow you to edit the shape attributes eg pie angle if it's a circle. I can see no way to have that panel open automatically why is it always hidden behind the three dots button? I'm constantly having to click to open that panel.
