An error occurred while saving the comment Leo Vitalis commentedYep, it does seem to be broken. I've tested it on older versions, and it works fine there. There's a feature request to make the handles bigger to make them easier to grab. However, it may be just a bug with the tolerance feature.

Adobe. Make It an Experience. An error occurred while saving the comment Leo Vitalis commentedIt seems to be a bug with the tolerance feature. I've tested it with Illustrator 19. 2.1, and it works fine in that older version. The handles are easy to grab, and the tolerance works as it is supposed to - you don't have to be right on top of the handle to grab it. However, in current versions the tolerance seems to be broken. The cursor has to be right on top of the handle, and even then I cannot always grab the point. It may not be a problem with the size of the handles at all, although making them bigger wouldn't hurt either.
The tollerance setting was broken in the previous version. Now in 22.1 it has been fixed for the node points, but it still doesn't work for handles. It is easier to select handles in older versions with tolerance set to 8px, then it is now with bigger handles, but with broken tolerance.
