It’s dangerous to call things Smart... When they behave dumb, the name sound like an insult. Sadly, this is the case.
Please provide more specific cases, with video proofs, ask you colleagues to share and vote, to move this further. This is the way to force changes to things that are broken — be vocal and persistent. Thank you all and let’s hope we get heard.

I also believe that it is a generic issue, we started noticing it at my studio around the beginning of 2018, after updating Illustrator to the latest version at that time.
Our whole studio of 5 workstations (Windows 10 64bit & Adobe CC 2019 updated to the latest stable versions, Intel i7 & AMD Threadripper processors, 32 GB of RAM, NVIDIA GTX graphics cards) is experiencing these issues very often. Back in January 2018 we were using Windows 8.1 64bit - the problem was also there.
There is no particular way to reproduce the problem - every once in a while, pressing Ctrl+C does not move the copied object to the clipboard, "Paste" in "Edit" menu is greyed out, as Rod Sawatsky explained in March 2018.
Please fix it, this is extremely frustrating and it has been like this for MORE THAN A YEAR AND A HALF. No other software behaves this way, we are sure this is solely an Illustrator issue.
