A possible common solution to this is to check if other applications — browser extensions, screenshot/buffer managers, etc. — steal the hotkey Cmd/Ctrl+Shift+L combination.
Unfortunately, Illustrator can’t see other apps claiming hotkey at OS level, as can’t they.

1. I checked my hot key settings and it was correct.
2. Cleared the hot key setting and tried to enter it back in then it wouldn't register the key for some odd reason.
3. Reinstalled my app still didn't work.
Yeah it is so annoying I constantly have multiple tabs open and sometimes it screws up my overriding :(
