A possible common solution to this is to check if other applications — browser extensions, screenshot/buffer managers, etc. — steal the hotkey Cmd/Ctrl+Shift+L combination.
Unfortunately, Illustrator can’t see other apps claiming hotkey at OS level, as can’t they.

It appears that when you place an image in the file that it embeds the image but if you drag it from your finder into illustrator it doesn’t.
