Moving Artboards and Locked Layers
The latest CC updates' new feature allows locked/hidden layers to move when you move an artboard. This doesn't make sense since locked should mean locked. I am running into problems now because my company uses a lot of artboards to make print-production files, and sometimes you need to re-arrange the artboards while working on the file.
There should be a way to turn this feature on or off. Such as "keep locked/hidden layers locked when moving/duplicating artboards, or allow locked and hidden elements to move when artboard moves"
As you probably know, Illustrator today allows to change this behavior with a dedicated option in Preferences > Selection & Anchor Display section.
However, it’s not that accessible, especially when you are already move and copy your artboards.

please change this back asap. there's nothing in the ui to suggest this new behavior (a locked property that moves?) and repositioning artboards now becomes a toxic math exercise through the w/h coordinate entry fields

I am also very frustrated by this. my entire workflow has to change now. this is how I set up all of my print/route files by quickly separating out two artboards and saving them as separate files.

Same here. I was using this alot. It is very frustrating to delete unwanted elements on duplicated artboard.
The problem is also paste infront/in back. cmd-F/cmd-B. Before, it pasted objects at exactly same place on new artbord. In 2018 sometimes it works, but mostli it places objects in the original artboard. I presume, there is a problem with selecting artboards, while selecting artboards in pallet occasionally doesn't work.

In Illustrator CC 2017, a locked or hidden layer would be excluded from duplicating artboards. However, 22.0.0, all assets in any layer near the artboard will be duplicated into it.
This is especially frustrating if I have a junk layer with reference files that is hidden and constantly duplicated. Or one layer I specifically don't want duplicated.

Plsss change this back! What's the point in the lock function the way it is now? If people do use it like this, at least let there be a setting where you can choose to actually lock things. Have to use older version of CC now.
