I join the chorus of complaints! This is the worst. Fix it and make it so I can EASILY choose the tools I want to use in the positions I want them. Why to you insist of "fixing " things that aren't broken??????

So frustrating. I followed the PRO TIP to click on the 3 dots at the bottom of the tool bar, then the flyout menu at the top right but RESET was grayed out. Adobe, please, please fix this.

I can't take it anymore. My tools are never where they need to be. Working on tight deadlines and losing track of your tools is maddening.
I'm going to go back to 2018. Thank you for ruining Illustrator.
I didn't think you could top what you did with the transform tool in Photoshop, but you definitely have one-upped yourself Adobe.

It is basically hide and seek for your tools. Use them once and they either disappear or are nested with an unrelated tool. It's awful.

Oh wow, this is driving me nuts -- I like the ability to customize, but the toolbar really needs a way to lock the current configuration in place. Button configuration should be lockable and linked to the customized workspace, if any. I'm on Illustrator and ID 40 hours per week and am accustomed to the locations of the tool buttons, and have been hitting undo countless times since this became a problem.
A lock on the toolbar, as many others have suggested, is a prudent idea.

Finally had it and just reverted to 2018. Resetting every 2 minutes just isn't an option for me, creating separate toolbox's helped but more boxes has it issues as well. So I just loaded 2018 back super easy to do and keeping 2019 for if or when it gets updated. Good luck everyone, cheers!

This was driving me crazy also and slowing me down. I created my own toolbox and it stopped. This isn't the perfect answer but until adobe fixes it, this might help you

Can someone make this post sticky?
Many people are complaining it takes forever to rearrange the tools back to normal but Adobe has made a way to "reset" them back to normal, doesn't take much time at all. It's not ideal, the bug still needs to be fixed, tools should never move without you wanting them to. The reset button is the only things that keep me going on Ai 2019 because I find the rest of the update to be great.
PRO-TIP:
If you keep the standard layout (Basic or Advanced) just push the reset button. Click three dots at the bottom of the toolbar, then click the three lines w/ three dots at the top right of the window that just popped up, then click "Reset."If you have a custom tool layout, SAVE IT! Yes, you can save the layout. YouTube is your friend if you don't know how to already. Then repeat the steps above when the tools relocated by them selfs.

This is an extremely annoying and expensive problem for me. My workflow and productivity are affected because I am continually trying to locate the tool I need. The tools jump around and reposition themselves, even though I have taken the time to follow the Adobe tutorial and set them up the way I want them.

This is making my job much slower, the tools keep moving around, hiding under other tools. It's really bad and needs to be fixed NOW.

We need an update on this. The product updates from Adobe have been atrocious lately. It is like a different company altogether, coming with glitches, workarounds and all this nonsense. These cost us time and money and you need to fix your issues, or start lowering the fee that you charge us. It is not just Illustrator, the latest Photoshop, too. Used Adobe products for decades and this is the worst it has ever been.

Has this been fixed yet? I'm teaching a class on this to newbies in a month and am DREADING the fact that this thing moves around. If you want to make it customizable - that can be a feature you UNLOCK in PREFERENCES. Put the toolbar back the way it was and lock it please. How can we get updates on when this will happen????
