My workflow has been impacted significantly. I'm losing so much time searching for tools that are randomly on the move when I should be able to grab them with without even looking. Nightmare!! Please fix this!!

Thank you Ian Davies! I was losing my mind trying to figure out where the rectangle tool went and found it following your suggestion in the tool below in the panel. Not sure how it got there but found it and moved it back to it appropriate location.

Ditto. I have projects & deadlines - I'm considering reverting back to CC2018 until this issue is resolved.

Backlog? This is a major productivity issue. Tools magically nest in with unassociated tools. I have to explore the tool bar constantly to find my Text tool, Selection tools, etc. Nothing stays where I put it. They literally move around minute to minute. It's a hinderance to work flow.

I think this bug, or this "improvement", should have a serious impact directly on the person's job, whoever thought it or whoever did not correct it. I think it is the worst, stupidest "improvement" created by adobe.

I have been working on the Illustartor for 15 years and I am sincerely fed up with this tool every time I do something quickly, I always stumble over something.
A simple recipe for success according to me:
1. Customizing Toolbars SUPER but you are missing the creation of toolbars horizontally.
2. Control Bar - Great
only that it is completely unfinished. (instead of professionalization there is a new palette of Properities, a completely useless idea, after all the "Controlbar" bar is already there.)
3. Appearance Palette - a brilliant idea and opportunities that it offers. Also added and unfinished.Everything. Focus on this. But no ... what for? If it's easier to add more pallets to pallets that still require new pallets ...

This new update of 2019 - the UI is just a mess! I don't need to manage my tools - and now they are all over the place...killing workflow. I can't seem to move tools back to where they SHOULD be... Illustrator and Photoshop - the new UI is just a huge step backwards!

Agree with comments below - this is the most infuriating and unnecessary 'feature'. Trying to find a work-around is driving me crazy! Please fix. It's an unmitigated disaster.

This whole update is the most irritating ever for Illustrator and I've been using it for over 20 years.. The continual little popup tutorial movies, the palettes that are way too large and can't be resized, along with this horrible toolbar.. All while the same bugs that have plagued for years are still persistent!! The phantom highlighted boxes, the crashing, the choppy flickering of the pointer and the key commands that suddenly stop working... This tool bar is the worst new bug though.. What's going on over there Adobe? Stop trying to pack a 100 new useless features in and start releasing a solid, stable, bug free product.. Seriously considering competitors at this point..

Has this been added to the 23 update? I'm sticking with 2018 until I'm sure. Thanks!

I love it when my tools randomly get grouped with the perspective tool and I have to mess around trying to turn that off too!
