    Could you please try again with this file ?
    I'm working in a iMac Pro / Sequoia 15.7.2,
    And with AI 29.8.5 and 30.2.1. rection is the same.
    Black element is copy and paste from an other file.

    If you move the black objecct with selection tool, it works, if you enter a value in transformation or propriety windows, the transparency effect change

    On some critical design artwork, the only way to garanty the dots will not move* is to create an outline,
    *during copy-past, put it on different layers, différents colors or opacity, and when creating manual trapping...
    But in this case, we miss half of the dots

    "Object > Path > Outline Stroke" is not working with doted curve stokes: it create half dots
