Round caps for a stroke turn into butt caps when expanded or outlined
New bugs for Illustrator CC 22.0.1.
- make Path Line(pen tool), set Stroke Weight, set Round Cap
- use "Outline Stroke" in "Path" menu in "Object" menu" (or "Expand" in "Object" menu")
- confirm result
The state of the start point or the end point changes from before processing.
Attach screenshot of Japanese version.
It does not happen in CC 2017.

Confirm.
However, when Flatten Transparency is used instead, 'circles' stay whole (they are not actually real circles anyway). -

On some critical design artwork, the only way to garanty the dots will not move* is to create an outline,
*during copy-past, put it on different layers, différents colors or opacity, and when creating manual trapping...
But in this case, we miss half of the dots -
Sissi commented
"Object > Path > Outline Stroke" is not working with doted curve stokes: it create half dots

I can reproduce this, and it behaves correct when using Path > Simplify with the default settings.
