    This only happens the first time I use the Appearance Panel. So launch Illustrator. Make a rectangle. Use the Appearance Panel. Click on the color option and the panel will appear at the far left, upper corner of the screen. It only does this once after starting Illustrator. After that it works as expected.

    I would add a little detail to it. After you make the selection and the handles do not appear, if you use your cursor key on your keyboard to move the objects, the handles will appear.
