Can we have an update that takes us all back to the previous working version?
If you are going to build this option in surly it should be accessed through settings and not permanently a live editable feature.
P.S. If you put it into settings I'm going to bill you for it.

I'm glad someone else is having this issue too because it's been driving me NUTS to have my tools being swapped around all of the time. Please make the toolbar to be lockable. Thanks.

This is the most important issue right now. Everytime you open the illustrator you don't know where the tools are going to be. Imagine 3-4 second delay before every actions. I wonder if Adobe people use their own product to realize such a big blunder.

Has Adobe responded to this other than the "Thanks for the feedback" comment from November 14? I cannot even revert to older version of Illustrator because Creative Cloud not working. This on top of the sudden "end of life" for Business Catalyst and 65 of my clients websites. I would appear that Adobe is either self-destructing or being sabotaged. Post here does not good, since Adobe is either not listening or doesn't care what we have to say.

I'm having the same issue. I think I've figured out what is happening on my end. I am using an Apple Magic Mouse 2. Whenever I change a tool and then use the surface to reorient the canvas, the new "customizable toolbar" thinks I want to reorder the tool. The tool I was using gets placed somewhere else in the palette and I have to use the "..." button to access the customize options and see where it went.

Apple Magic Mouse 2I work quickly and am apparently clicking a tool in the toolbar just long enough that the slightest touch to the surface of the mouse while changing tools reorders the toolbar. This is causing tools to get placed somewhere else; even buried within tool groupings. I have to open the new slider panel to find where the tool has been relocated. This is happening so frequently that my productivity is slowed by at least 50%.
I'm not sure if anyone else is experiencing this. I have been using Illustrator since the 90's and have never been this frustrated with a new feature.
My suggestion would be to disable a user's ability to reorder tools while the toolbar is "in use". Meaning, make the edit toolbar button (...) the UI control for accessing the ability to reorder tools.
