This is finally addressed in the latest 30.8.0.7 Beta build, hooray!
Clicking the soft area of a drop shadow (or any other raster effect region) no longer selects the object casting it. We can now click straight through the effect region to select whatever is behind it.
Please check if it works for you and share if there are cases when you need the legacy behavior.

As stated in this request’s status update, the team had to temporarily revoke the 'Search for missing links in this folder' feature to make a way for the missing 'Apply to All' option when relinking, starting with version 29.2.
These two can’t coexist at the moment, and the team intends to come up with a better solution to allow both.

We absolutely need this. I cannot explain how frustrating this is in my line of work. I design custom boards that require a bunch of stylized sections, often they will have drop shadows within 1/2" of each other. It is INFURIATING trying to move sections or edit them with a drop shadow present. Its really frustrating to have to go to appearance, turn off shadows for each section I need to edit, then turn it back on.
