When you do "duplicate artboards" from the artboards window it always appears vertically aligned with the selected artboard and to right of the rightmost artboard. If there is no room it fails with "Cannot create artboard outside of the canvas" The logic for "new artboard" does not have this problem and is able to find a place for the new artboard.

I am having the same problem, and it is not limited to placed files. You can open the file with illustrator and it happens. Image resolution is ignored and defaults to 72dpi.
Here are two 8"x10" jpg files at 269.6dpi. "not_broken.jpg" places/opens correctly and the other one places at 72dpi (29.9"x37.4") "broken.jpg" seems to have a lot more metadata if you inspect the file. It came from a client, but I opened it, filled it with black and resaved it, so both files were saved from the same instance of photoshop.

Top image is "Duplicate Artboard" while bottom image is "New Artboard"
