Starting with Beta 29.7.1 the Rearrange dialog got a separate dedicated feature, currently called 'Align Manually'.
With it disabled, artboards get positioned instantly in the center of the canvas, as it behaved previously.
When this is enabled, you will enter the positioning mode after pressing OK — to allow rearranging only some artboards, to address this request.
With more than 1 artboard selected (but not all), the mode gets enabled automatically (and becomes locked).

Unlike Version 29.5.1, with this version you cannot rearrange the artboards automatically and have them snap to the grid. Now, you get a cursor and a rectangle, and you can set the cursor wherever you like. However, it is impossible to set the artboards to snap to the grid or to the pixel again. This renders a function that I often used to rearrange the artboards on which I keep my icons unusable. I had to keep installing older versions until I found one that didn't have that problem; 29.5.1 is still OK. Please fix this in future versions. Alternatively, make the cursor snap to the grid if that option is selected. This would make it useful again.

I have the same problem. It has been bad for the past about one year, but now it is even worse. The export of one Artboard is very fast, but as soon as I have two or more Artboards, it takes long minutes in which I can do nothing with it. Please repair this. I have to export sometimes more than hundred artboards, a couple or years ago it was very fast!!

I have tried the Beta Version and can confirm that this feature works the way it used to. At least the way I used to use it :-D
@SM In the Creative Cloud Desktop you can access the "Beta" at the upper navigation and there you can choose among a lot of Beta Versions of different Applications.
