Hi Everyone,
We have added a preference to enable ‘Zoom with Mouse Wheel’. Go to Preferences→ General→ Enable ‘Zoom with Mouse Wheel’.
Also, now you can pan the doucment using the middle click of the mouse.
Both of these functionality are available since January 2021 release (version 25.1) onwards.
You can update to the latest release using Creative Cloud desktop App: https://helpx.adobe.com/in/creative-cloud/help/creative-cloud-updates.html

We have done further updates to Dimension tool with recently released version - 28.3
You can create and use your custom scale for dimension, hide or show units on dimensions and dimensions are now sticky to the object - they transform as well when you transform the object.

Thanks for reporting the issue .
We have fixed the bug which was orignally reported but it seems some users are still facing the issue.We are not able to reproduce this issue in house now ,Kindly provide following info to nail down this issue:
1)Kindly provide some video , Test file(Via File→Package) & some steps with which you are facing issue and share with us at ShareWithAI@adobe.com .
2)Please try the below mentioned workaround and let us know if that helps:
If you do not use custom Adobe PDF presets/joboptions or not heard of it then follow the below steps
1. Navigate to user presets folder
Win: appdata\Adobe\Adobe PDF\Settings
Mac: ~/Library/Application Support/Adobe/Adobe PDF/Settings
2. Rename the folder to “Settings old” and create a new empty folder “Settings” in the same place

A bandaid for sure, but it seams to be a temporary fix.
Tech support was good, just a little more digging to find them.
