I have the same problem and it;s extremely frustrating.

My tools seem to keep moving around in my toolbar. Some of the pen tools are in with the text tools and the scale tool completely disappeared. I had to go through each tool grouping til I found it by itself at the bottom of the toolbar. WTH! I cant go fishing around every time I need to find a new tool.

so glad to hear this is happening to others - thought I was going crazy! Have given up on the custom toolbar as it's a constant (and not at all pleasant) surprise to see where it has decided to hide/stack/group tools.
Agree with others, needs a lock feature once the customisation is set.

Please fix this Adobe. It is frustrating and slowing me down.

This is hugely frustrating. I want some feature to FIX the tool palette to the configuration I want to use, and NOT combine random tools/ lose tools.

It is a huge disruption to my workflow.

The Tool Box in your new AND work flows 23.01 is driving me crazy...I use to know where my tool was and now they are moving all over the place.

I've had it. This is the worst "update" to a piece of software I've ever encountered. I'm rolling back to the previous version.

I will send through my bill for my services as Beta Tester shortly.

I thought it was just me. I came in search of a solution but at least found folks to commiserate with. I had to reset my toolbar 10 times today already as everything keeps jumping around. So frustrating.

I do not understand why Adobe does not allow you to create fully functional horizontal Toolbards and, for example, pushing them to the bottom or top edge of the screen. Only small groups can be arranged in a horizontal bar. Can anyone explain it to me?

same here. Tools move if you click more than 0,5 second on them. need abilty to lock !

That I have to constantly search for tools that have shifted positions or re-stacked oddly every time I use them is beyond frustrating. It is absolutely cutting into my productivity. Please fix this thing you broke, Adobe.

I have voted this is the most frustrating! Let us customise, then lock it!

How can we put pressure on Adobe to fix this? I have written twice to them asking to fix this but not even one answer so far. This issue is driving me crazy.

I went back a version because of the tool bar and won't upgrade till this is fixed!!! What were you thinking Adobe!!! Obviously guess you weren't.

Dear Adobe don't try to reinvent the wheel every year .....

Adding yet another vote for this issue to be addressed ASAP. I am beyond sick of having to reset the tool bars every 1-2 minutes. ( Windows 10) I WISH companies would just focus on perfecting a program's function and stability instead of adding "fluff" features that make the product unusable.

I tied to be patient, hoping for a quick fix ( that's why we pay for a subscription right?) but I guess I'll have to go back to the 2018 version before I toss my Wacom tablet out of the window!

Please hurry the next update if this issue will be fixed at that point. This toolbar issue is slowly making me lose my will to live, or at least my will to be ultra-productive.
