Apologies for the inconvenience caused to you due to this issue.
Unfortunately we are not able to reproduce this issue. Could you kindly provide the following information to help us nail this down.Please share the document in which this issue is seen by you.
1) Kindly share a video recording for the issue2)Please share your system details - OS, GPU etc.
3)Please upgrade to the latest Illustrator available on Creative Cloud , and check if issue is still happening at your end.

Hi,
Sorry about the issue, but the feature works that ways.
1) On applying Effects in fractional values, it gets applied immediately. While saving this appearance in Graphic style and then re-apply to another art it will work the same (as with fractional values)
2) While trying to edit already applied effects, the input details get’s rounded off. As a result, you have to enter fractional values for the precision.

The issue seems to be resolved in the latest Illustrator builds — feel free to drop a comment if it still misbehaves, with test files and screenshots.
The problem with different treatment of fractional values by Ai and Ps is moved into a separate request — please join the discussion.
