This issue was reintroduced in MacOS update Ventura. The team ran into another issue while implementing the workaround suggested by Apple. While the team revisits this issue, users can use workaround this issues by paste through context menu. Thank you all for the patience.

Mgr, Software Quality Engineering, Adobe Illustrator responded:"Illustrator team is working on a fix for this issue"
Come on guys, its been 2 years!!!
An error occurred while saving the comment Jeronimo commentedWhen Saving of Exporting a file and creating a new folder in its destination pasting text in the foldername field is not possible. This used to work but this got lost somewhere down the line.
It does work in other Adobe software like Photoshop and InDesign. Please fix this as it is getting quite annoying.

Apple has seemingly fixed the problem with their MacOS version. Please update to check if this get it resolved for you.
Comment back if it still happens for you with MacOS 14.1.1 update installed.
An error occurred while saving the comment Jeronimo commentedSeems the macOS 14.1.1 update has fixed the problem — I can use Illustrator panels without the oppressive Application Frame.
Jeronimo supported this idea ·An error occurred while saving the comment Jeronimo commentedIn my case, similar problems started in Sonoma 14 and Adobe Illustrator 27.x (latest v27) and now Sonoma 14.1 and AI 28. It got worse after upgrading to Sonoma 14.1 and AI 28.
Please see the discussion I sterted:

The macOS Sanoma 14.1 update makes it worse: now when I want to click a tool or click the toolbar itself I switch to the desktop as if the toolbar isn't there at all.
As this affects multiple users, also see the Adobe discussion here: https://community.adobe.com/t5/illustrator-discussions/unable-to-click-in-transparent-area-of-panels/m-p/14188809/page/2#M385507

Re-introduced in Ventura? macOS Ventura was released in October 2022.
So it took you 16 months to come up with a workaround. Great work guys :-D
People are complaining about this bug since macOS Mojave which was introduced in 2018.
