To allow the artboard-relative positioning, you should switch rulers from global with View > Rulers > Change to Artboard Rulers command (or from the context menu for the zero point of the rulers on canvas).

Illustrator allows option to Simulate Color Paper, whereby user can pick any color as the background. (This is accessible from File -> Document Setup)

An error occurred while saving the comment Eli Crow commentedI am having the same problem. It can be worked around by opening the character panel, but that sort of defeats the purpose of the properties panel.

An error occurred while saving the comment Eli Crow commentedI agree with Egor. Would love this as a preference and/or a modifier key.
I have needed both versions of this behavior. To illustrate: needing to iterate quickly, I move text around until i like where it sits, but then realize It is aligned incorrectly, which can cause "maintenance" issues down the road. Having the option to auto-reposition the anchor point of text when you change alignment would save some time and frustration.

More importantly, exporting artboards with a rectangle as a"background color" is highly error-prone. I have on multiple occassions exported a file, only to have someone else catch a 1 or 2px white border. I have to tediously adjust the rectangle and re-export. Artboard background colors would make this mistake impossible.
