We are getting response from users that they are facing this issue no more on Latest Illustrator released version .Hence marking this issue as resolved.
In case you are still encountering this issue.
Kindly provide some video and Test file(Via File→Package) with some steps with which you are facing issue and share with us in a zip file at firstname.lastname@example.org .Please mention the title of this issue as the subject of the mail.

I have been having a similar problem, but even worst. It starts affecting the text boxes but it ends up affecting also other objects. And closing the document doesn't even help anymore. It helps to restart the machine, but the problem ALWAYS comes back. I've been in contact with the Adobe Support all week and they can't fix it. I am about to post a really detail post on this board, please help us fixing it because I haven't being able to work for about a week and it's not just annoying but really damaging my ability to be a professional.
We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 23.0.
