Hi Akshay,
We were able to confirm the issue that you see. The issue indeed does not happen with Illustrator 2018 (22.1).
We identified hyphenation as the potential culprit. To workaround the issue, either disable hyphenation in the Paragraph panel or make sure text does not get hyphenated.

I tried to export using the same source file on different versions of Illustrator, (24, 23.1.1, 22.1, 20) but it didn't work, hyphenation turned on or off.
I then decided to create a new identical file from scratch, and surprise... it worked! No matter the version of Illustrator, and even with Hyphenation turned on, the text was correctly exported to <text> and not paths.
I should have tried this before I installed many versions of Ai, lesson learned!I've stupidly overwritten the original file so I cannot attach it here for review.
Maybe the original file "remembered" that it wasn't supposed to work and somehow got corrupted.
A piece of the puzzle anyway!

When renaming an artboard that was just created, whether from scratch or as a copy of an existing one, it appears renamed in the "Artboards" panel but not on the actual artboard's label on the workplace (visible when the Artboard tool is selected).
When switching the "Artboards" panel off (for example by switching it to the "Layers" panel), and then opening it back, we can then see the old artboard's name and rename it again. Then only it will work.
This issue happens randomly and not necessarily on every artboard created.
I noticed a similar issue was reported and closed, so I'm opening a new one.
