As stated in the comments, to view bleeds you have to make sure you have View > Guides > Show guides option enabled.

I am happy to share that we have fixed this bug in our latest release – 23.0.6 which is available worldwide now.
Going forward, our goal is to fix as many top User-Voice bugs as possible and as frequently as possible. Given the nature of the fixes, some of the bugs will take a longer time to fix, but we are on it.

Illustrator can display artwork in Preview mode and Outline mode — with only lines edges drawn. You can switch between this modes with Cmd/Ctrl+Y hotkey or via View > GPU/CPU Preview / Outline command.

Temporarily reappears when switching layer visibility or CPU/GPU view. Sometimes appears on objects that are no longer selected. Even the layers panel sometimes incorrectly shows which objects are selected. The work area sometimes does not show items that are moved or resized. It’s like there is some kind of lag between the actual state of the document and the visible state.

Scaling of GRAPH object using bounding box or transform panel is not allowed in earlier versions also.
Therefore I am moving the thread to Feature Request.Workaround: Using the menu Object >> Transform the Graph object can be transformed.

This issue is fixed in latest version of Illustrator. Live shapes (and art in general) no longer have geometric bounds’ sized bounding box with the Preview Bounds option on.

I am a current CC user and I have the exact same issue— adding bleed via Document Setup results in no visible guides. The red guides ONLY show on files that had the bleed added when the document was created. Super frustrating!
