Starting with Beta 29.7.1 the Rearrange dialog got a separate dedicated feature, currently called 'Align Manually'.
With it disabled, artboards get positioned instantly in the center of the canvas, as it behaved previously.
When this is enabled, you will enter the positioning mode after pressing OK — to allow rearranging only some artboards, to address this request.
With more than 1 artboard selected (but not all), the mode gets enabled automatically (and becomes locked).

Oh yes please. I see why this option is here and it could potentially be very useful, but it either needs MUCH more granular control (snap to pixel, etc.), OR an option to use the original behavior.

The latest Beta 29.4.0.37 now correctly treats a document as changed when a color code is paste into the HEX field in the Color panel with an object selected.
Please test it and comment back.

I have this same problem. An additional consequence of this is that it does not allow me to save the document after only a color update through a hex-code paste.
This is frustrating when I need to update a color across several documents.

Seems to be fixed in Ai Beta 29.4.0.37

If you want Illustrator to do this correctly you have to change it in Windows settings (if you use Windows)
Control panel > clock and region > change date, time or number formats > additional settings: and swap the period and the comma there.
You can also change the entire formatting in settings > region but this will also change your time formatting to "1:00 PM" instead of "13:00", for example.
This fixed it for me! Hopefully it helps others as well.

I have the same issue, it significantly impacts my flow when trying to rename many layers, which I do often.
