The intended way is to assign a hotkey to File > Place command, but there is no way to automatically enable the Replace option in the Place dialog. There is no way to quickly toggle it from the keyboard with Alt+C, since it got assigned to Open Cloud Document now (yes, two command to one key, which is most probably an oversight).Another solution would be to use a script:

Originally designed to quickly replace all selected images with one file, it can be also used on a single selected image.
Once the script is placed into a dedicated Scripts folder i Illustrator folder (and relaunched), you can create an action, record using this script from the File > Scripts, and then assign a hotkey to the script. Please try it and reply back.

Can you share the screenshot of your hotkeys assigned in the Keyboard Shortcuts dialog? -

An error occurred while saving the comment @IChen, not sure if I get you. Both formats are raster and don’t have layers.
I bet you meant the layers get messed up after you complete export? Does it happen with Export As or Asset Export or both?
Does it happen with every file you try? Can you share some images and/or test files to elaborate? -

What do you expect to get when you click Save? Currently this dialog saves the changes for all NEW dimensions, but does not CHANGE the selected ones. -

An error occurred while saving the comment It’s good to have it, but I really wish for this to respect Scale Strokes & Effects option. For now Scale Artwork with Artboard behaves as if it’s always enabled... I realize scaling strokes is natural for this mode, but the current way means if we need to scale an artboard, but NOT scale the strokes — we can’t do that.

We are so used it can’t do that, and the pressed button is so small...
I still occasionally discover Move/Copy Artwork with Artboard gets selected on its own, and I still miss to check it from time to time!

If you want to scale an artboard NON-uniformly, but have objects scaled UNIFORMLY — well. How do you expect Ai to treat distances between objects then? To nail them to the artboard/s by the chosen reference point? And if the objects is not groupped? This will spread its part across the distance, right?

An error occurred while saving the comment I suppose it can be a traced image... and then the mode for the fills of it it getting set into Grayscale in the Color panel, and Ai honestly keeps it honored...
