As you probably know, Illustrator today allows to change this behavior with a dedicated option in Preferences > Selection & Anchor Display section.
However, it’s not that accessible, especially when you are already move and copy your artboards.
If you wish this option to be more exposed, consider upvoting this request: Display Move Locked and Hidden Artwork with Artboard option in Control panel and Properties while using Artboard tool / mode

Indeed, currently Illustrator allows to export only some formats with lower resolution (4 PPI minimum), using Export As dialog — PNGs, JPEGs, WebPs...
Meanwhile, TIFF, TGA, PSD is capped to 72. These are not available in Export Assets / for Screens dialog.
Save for Web (Legacy) does not have a way to assign a resolution at all (since the value has no meaning for screens, as is left blank — it gets treated as 72 PPI by most viewers).

We have the fix available in the latest release. Please update Illustrator using Adobe Creative Cloud application to the latest build for version Illustrator CC 22.1.

Agree. It takes up too much room on the right, and I need my Layers and Appearance panels showing at all times. Properties should be at the top (or bottom).
