Moving Artboards and Locked Layers
The latest CC updates' new feature allows locked/hidden layers to move when you move an artboard. This doesn't make sense since locked should mean locked. I am running into problems now because my company uses a lot of artboards to make print-production files, and sometimes you need to re-arrange the artboards while working on the file.
There should be a way to turn this feature on or off. Such as "keep locked/hidden layers locked when moving/duplicating artboards, or allow locked and hidden elements to move when artboard moves"

As you probably know, Illustrator today allows to change this behavior with a dedicated option in Preferences > Selection & Anchor Display section.
However, it’s not that accessible, especially when you are already move and copy your artboards.
If you wish this option to be more exposed, consider upvoting this request: Display Move Locked and Hidden Artwork with Artboard option in Control panel and Properties while using Artboard tool / mode

FOUND THE SOLUTION:
"There is a checkbox in. Preferences > Selection & Anchor Display > Move Locked and Hidden Artwork with Artboard."

NOOO, Artboard should Move/Copy Each and Every Asset Present on the Artboard, even if its locked or hidden. Consider the Most Common Scenario, We All Lock Background layer(s) so while Duplicating Artboard, we'll Miss Background layers and Other Assets!
Means we'll first have to Locate All those Locked layers in thousands of layers to unlock them before coping an Artboard!
And what's the point to Stick the Locked layers at the Same "X and Y" Position, position is Relative to the Artboard and Other Assets so it should Moved with the Artboard.
Anyone who don't want to move the locked layers with Artboard can Simply keep locked layers outside the Artboard.
DUPLICATING ARTBOARD means Duplicate the Complete Artboard!

The option should be displayed when the user is actually in the "Edit Artboard" mode. It is common problem when you want to duplicate an artboard and you have locked background. In most cases, I want to move my artwork with the background.

There is a checkbox in. Preferences > Selection & Anchor Display > Move Locked and Hidden Artwork with Artboard.

Great.. I needed to copy artboards WITH locked layers now I have to unlock them and re-lock them. As the OP noted, this should be an option that WE can control.
It is VERY common to need to duplicate a locked layer. Some of us have locked layers because we have items we want on every page but don't want to accidentally select or alter the items.

Was very excited, to see this fixed. Updated imediately. Created a new file. The whole file window started to blink and displaying garbage. Aaaaaaa.
Found out later, there are problems with GPU acceleration.MBP mid 2015, 16GB, i7, AMD Radeon R9 M370X
ElCapitan 10.11.6Still can't use this version. Sorry. I'm back on 2017 version.

'started to work on' — Why is it normal for Adobe to implement drastic changes with no warning, forcing users to convert to new workflows while waiting for fixes to be eventually implemented? This is especially frustrating when the updates are not intuitive, disrupt workflows, and and not able to be turned off (recent 'zoom to selected' also comes to mind). I've had to revert back to CC 2017 due to this new terrible artboard behavior.

Please, Adobe, get back into being the leaders in the industry, not because there's nothing else in the market, but because you are the best. Lately I feel so left down with some of you decisions and bugs that when asked "Would you recommend X Adobe product to a person" I hesitate between 7-8. It used to be always a 10 in my mind, but it feels that one incarnation of your current version is never complete with so many loose bugs out there. I would strengthen the programs you are known for (PS, IL, ID, DW...) instead of coming out with new, and not always cool, programs.

this "new feature" totally doesn't make any sense.....
locked means locked.
If users want to move/ duplicate artboard with the locked layer, they can just unlock it and move it. It works perfectly. BUT while now the unlocked layer move with the artboard, users can only delete the unwanted layer to move artboard, WTF.......it's too annoying, and no another way... -

So so annoying. Please make locked layers stay locked. I should not be able to unhide locked layers. I often use hide/reveal shortcut as a quick way of grouping items (as isolation mode is unnecessary if you actually use the layers panel). Very frustrating.

Why is this still Under Review when it's obvious that this feature is a nuisance for a lot of people? At the very least have the courtesy to respond to users.

I need to be able to organize/align my frames on one artboard, then copy only certain layers to a new one with alt+drag. Not sure why that ability was nuked but it's trashed my workflow. Please bring it back.
