New Customizable Toolbar need a way to Lock
Customizable toolbar absolutely needs to have a way of locking it!

I have the same issue. I've tried the customize option and that was a wash, as nothing stayed put. But even when I use the default, things rearrange themselves. I don't understand why this isn't getting more upvotes, because it's fairly infuriating and really slows things down.
To answer the developer's question above, as far as I know, I I'm not doing anything specific when this occurs — just working as I normally do. I don't even see the icons moving; I'll just click where the select tool is supposed to be and suddenly I'm selecting points, realizing I've got the direct select tool instead.
I have a theory that the long-click option is the culprit. Specifically, I think it's possible that when you grab a tool, some of us may hold the mouse a second longer, causing AI to interpret it as a long click that would normally trigger the option to move. Then as we move the mouse, the icon stays with it for half a second, we release the mouse button and suddenly the icon drops where it's not supposed to be. The next time we look at the pallate, it appears they're rearranged. But it's just a theory and I've not actually seen this happen. All I know is that I can move the icons now and they are frequently not found where I left them.

I am having the same issue. My tools randomly shifting within the tool bar. and some tools disappearing. However If you click in the top right corner of the toolbar , then click reset, it will reorganize back to default. I hope they fix this issue soon, but this will work in the meantime.Me: Yah same goes to me. I will do the reset once in a while when i realise the icons shifted away or being group together with other icons.

Hi Ron,
Could you please tell us what are the actions that you are taking while working on illustrator? Have you dragged any tool in toolbar? The tools in the toolbar panel are now movable.Ans: I didn't drag the icons on the toolbar as per normal of what i'm doing everyday. I just click or use shortcut key to use the tools most of the time.

It's all OK for me. Eyedropper is with Measure.
There's a way to customize your toolbox in CC2019.
And you screenshot looks like your settings got crippled somehow... Try to choose Window > Toolbars > Advanced? -

MacBook Pro (15-inch, 2016) MacOS High Sierra
Illustrator v23.0The Eydropper tool is showing up under the Charts and Graphs menu in the Tools panel. The hotkey still functions and I use that instead. I've never had this issue, so I don't know if there's a way to customize or move it back to where it should be.
I also feel like the Selection tool should still be in the top left corner, since it is really the go-to selection tool. Not sure if this is a bug or not. I really don't understand what the Group Selection tool does, seems to do the same thing as Selection.
Free Transform tool seems out of place under the Puppet Warp tool. I think Free Transform should be on top.

@neha Jha: When the tool pallet has been reset, for example, I'll select the Selection Tool, work on my doc, and when I return to the tool pallet it'll be in a new location, then as I work on the doc the tools jostle around, sometimes hiding under type tools. Its extremely annoying to have to guess where the tools will be next. Suggested update: adding a lock to freeze the tool pallet.

Having the same problem but only on one of our Macs. It's the same Mac that's also having the out of memory preview problem that a LOT of people seem to be having so may be related.

Happened to me with the same thing, I need to re-arrange my toolbar every time when it shifting randomly. I've also updated the new MacOS Mojave.

I am having this exact problem too, soo annoying to have to keep resetting it. After moving from CS5.5 now to CC2019 and paying a premium for this software, I expect Adobe to have their software in top working order, not go backwards with these kinds of bugs when it worked perfect in CS5.5.

I've just downloaded the new Illustrator 2019 (v. 23.0) with new macOS Mojave. I've faced a new bug i believe in the new illustrator which the left toolbar icons will randomly shifted here into other icon or out from other icon occasionally while i am using the program. Are you able to solve the issue?
