The solution is pushed into Global Availability build 28.6.
PDF is now available as type in File > Export > Export As dialog.
However, File > Adobe PDF Presets menu, similar to one InDesign has, to allow even quicker export, is absent still.
If you want to have it, please upvote this new request here: http://illustrator.uservoice.com/forums/333657/suggestions/48670088

Egor, I am with you on the idea of making 'Preserve Illustrator Editing Capabilities' disabled or even removed from the UI. In contrast, this option should always be enabled and locked for "Save As" to avoid destructive operations. Anyway, the confusion between "Save As" and "Export As" is not ignorable. More thinking and fine-tuning of PDF settings are needed to differentiate the two workflows.

Correct me if I missed something, but how is the newly implemented File > Export As different from the existing File > Save a copy? To me, they have the same workflows and the same set of PDF options, except now users can two commands (three if you count the Save As command) to get a PDF output from your current document. Looks confusing.

Illustrator is now available as a native Windows ARM build in Beta — previously it was limited to some setups via x64 emulation through Windows on ARM's translation layer.
Now it’s been compiled and is running directly on ARM64, no emulation.
Key differences
- ~30% performance gain vs. the emulated build
- Lower CPU/battery footprint
- A proper base for further ARM-specific optimizations
Known limitations
- Third-party plugins: Not currently supported. The team will share SDK availability details soon.
- CC Libraries panel: Not supported in this build. The panel will not appear in the panel list.
- AutoCAD (DWG) files: Real DWG format is not supported.
- Version History panel (cloud documents): Panel does not refresh after saving. Workaround: close and reopen the document.
- Encrypted PDFs: Not supported.
- The "Use Precise Cursor" setting is not imported correctly when importing preferences.
Please try to update from your CCD app and give it a go!

Is the existing custom Illustrator Plug-in (.aip) runable on Windows for ARM devices? If not, does Adobe have any documentation to guide developers through recompiling the existing plug-in for ARM architecture?

I encountered the same PDF error "This file is damaged" when opening the attached file (only containing a simple graphic) in Illustrator 27.1. The file can be opened in the previous version of Illustrator 27.0.1 with no error or warning. Looks like there is an issue in PDF parser of Illustrator

Claimed to be fixed in the latest 30.3 general release. Please update, check, and comment back if it still happens.

@Egor Chistyakov, Any thoughts on the proposal below to differentiate, rather than to confuse, the use cases of "Save As PDF" and "Export As PDF"?
