An error occurred while saving the comment Josiah, the panel ('pseudo-panel' to be fair) is not resizable, and once the header is hidden, you can’t resize it... You could have pressed the 'Advanced options' button and then check 'Open Advanced dialog', but it’s clipped too! Ridiculous indeed. The panel should appear in a way you can work with it.
But at the same time you use a rather small screen and quite large UI scale — why? Check Edit > Preferences > User Interface — what UI Scaling do you have there?
Then, what UI scaling does Windows use (in Screen Parameters)?
Also, you can make taskbar narrower by dragging its edge down — it takes two rows instead of one.It does not mean the issue should not be addressed, but it can help ab it.

An error occurred while saving the comment Paolo, do PDF settings on Save match between versions?
What presets do you use?
If they match, can you share files, both the original and the exported one, to sharewithai@adobe.com for checking? -

An error occurred while saving the comment Does the highlighting still not work for you?
Seems to be fixed for me in the latest release (but not the Tab order yet).AdminEgor Chistyakov (Admin, Adobe Illustrator) supported this idea · -

An error occurred while saving the comment Kelly, does the behaviour change when you hold Ctrl/Cmd? It activates the legacy snapping mode that snaps the point to a position of the cursor.
Also, can you record a video to demo it in action?

An error occurred while saving the comment Thanks for the explanation.
Indeed, Use Preview Bounds does not take the preview bounds of the gear object into consideration when aligned. It gets even more obvious if you make a rectangle larger.
Bug it is.AdminEgor Chistyakov (Admin, Adobe Illustrator) supported this idea · -

Does it change if you switch the UI color scheme form the darkest to the lightest? -

An error occurred while saving the comment Stéphanie, is this still an issue?
If yes, can you please check the Eyedropper’s settings and see if it has top two (or at least one) 'Appearance' checkmarks set?
If yes, please try to disable them, try again and comment back. -

An error occurred while saving the comment Yes, I had this too, once or twice, and it involved groups. Was not able to catch it, and nobody else I asked for was. Maybe this time we can figure it out?
Can you record the video or a GIF when it happens? -

An error occurred while saving the comment Sorry, I don’t think I get you.
What exactly do you copy (raster or vector), from where, to where.
Can you provide clear steps and share the test file? -

An error occurred while saving the comment I’d like to not only have an already added tool highlighted when hovered in the drawer, but also for it to be selectable.
Like, look, I already found it. Just let me click it right here, select it in the toolbox, and let me close the drawer.
Especially it gets obvious when you locate a tool that is a subtool under another tool, like an Ellipse — Ai highlights Rectangle, as the first tool from that button... and what? you expect a user to see a Rectangle in a frame and understand that it is an Ellipse? Bring the Ellipse subtool in front in the tool panel, draw a frame around the disabled tool icon in the drawer, a nd let user to close it now.

An error occurred while saving the comment You can apply basic brush to a selected line, but this is just a workaround.
AdminEgor Chistyakov (Admin, Adobe Illustrator) supported this idea ·An error occurred while saving the comment Can confirm that.
Even when you open Brushes panel and click Basic brush there, it first refuses to be selected and jumps to the last used brush, and gets focused only after the second click... but even after that it still switches to the last used brush when a new line is drawn!
Does it behave the same for you, Norma? -
