This functionality is available in our latest release build – 29.0.1 .
Now you can scale you artwork with artboards using Artboard tool , Artboard Dimensions and Preset.

Starting from the February 2024 release, version 28.3, this option is no longer enabled by default for new documents. If you had hyphenation enabled in an existing document, Ai will respect this.

We have done further updates to Dimension tool with recently released version - 28.3
You can create and use your custom scale for dimension, hide or show units on dimensions and dimensions are now sticky to the object - they transform as well when you transform the object.

Illustrator Beta introduced a new option in Transform Each dialog to do exactly this. We can now choose between Relative (the existing) and new Absolute mode to scale objects in a selection. It allows to specify one or both width and height in the document units. The reference point is respected.
Please try this method and comment back if it does what you wanted it to do.

Magic Wand values should default to '0' tolerance, not the arbitrary, formerly '32' and now '20'. I have to change this each and every time I launch Illustrator anew. Please across the board for Fill, Stroke, Weight and Opacity, make the defaults '0'. While you're at it, have the tool remember/save your inputted setting, as I've seen that as a common request too.
